v0.22.0 — Desktop app ships in the wheel + neumorphic redesign

The desktop app now ships in the PyPI wheel — and got a full neumorphic redesign.

Fixed

• The desktop UI is now bundled in the wheel (it never was before). The CLI resolved the built SPA at apps/desktop/dist, a source-checkout path, so a pip install chimera-agent[desktop] user only ever got the API with a "UI not built" note. The wheel now force-includes the built SPA as chimera/_desktop_dist, and chimera app / serve --ui prefers a source-checkout dist (live dev rebuilds) and falls back to the packaged copy. The publish workflow builds the UI before packaging and asserts the wheel contains it.

• Neumorphic soft-UI redesign of the whole desktop app, harmonized with the brand. Dark deep-navy ground with a subtle radial accent glow; raised "surface" cards; recessed inset fields with a blue focus glow; blue→cyan gradient primary buttons and pill CTAs; glowing gradient toggles; accent-haloed active rail icons — CSS-variable shadow tokens that adapt per theme, with a flat light fallback. Palette taken from the Chimera icon (blue + cyan on navy). Frontend-only: no API/contract change.

Install: pip install "chimera-agent[desktop]" then chimera app.
