Tier 1 is everything a visitor reads before deciding whether to stay — navigation, the home page, the product pages, downloads, and every caveat. It is complete in all nine languages, and CI refuses a build where it is not. Tier 2 is the reference material: the command list, the evidence page furniture, the blog and the skills hub. Those fall back to English behind a notice that says so.

The English column is the key set. A machine-translated technical reference that has drifted out of date is not accessibility — it is a confident lie with an accent, and it is why the second tier is allowed to wait.
