v0.16.2 — Nothing shipped stays unreachable

The final audit follow-up: the three eval modules that were reachable only from the external bench/ scripts + tests now have honest CLI surface, so every implemented capability is usable from the chimera command.

Added

• chimera hierarchy-bench --multistep — the multi-step companion suite (a single growing context vs per-step scoped workers, over large docs), the regime where the hierarchy actually saves tokens. Live-verified +66.5% token reduction on a sample task. Also prices the caching-aware dollar reduction. Exposes the hierarchy_multistep and cache_cost eval modules through the CLI.
• chimera transfer-gate — promote a learned change (GEPA prompt / ACE delta / distilled skill) only if it helps its tuned slice AND doesn't regress a disjoint same-capability holdout — guarding against negative transfer. Takes tuned + optional holdout paired pass/fail as JSON (like bench-compare); prints PROMOTE / BLOCK, exits 1 on BLOCK. Exposes eval/transfer.py through the CLI.

Still alpha. Everything defaults to prior behaviour. pip install -U chimera-agent.
