Fixed
- A background service that is stopping can still be found and stopped. It used to drop its record before it had exited, so the app's update waited on it and
chimera service stop --nowanswered "not running" while it was alive. It now stays visible as stopping, ends its background jobs and exits; only--nowends running turns, and only after checking it is the same process. (#1070)

- GitPython 3.2.1 and OpenTelemetry 1.45.1. Both are indirect dependencies: GitPython up to 3.2.0 checked a submodule's
.gitpath only after cloning into it (GHSA-83vg-56qc-22m7, high), and OpenTelemetry up to 1.45.0 parsedtracestatewithout a bound (moderate). (#1069)
